I have the honour to submit the following observations
on the questions referred to in paragraph 5 of the Secre-
tary of State's despatch No. 32 of the 8th. February 1895.
2. it citr of the 30th. October 1894 I cic not COM-
plain of the quality of the drugs supplied from Apotheca-
ries Hall but of the terms secured by the Crown Agents.
3. How the conclusion was arrived at some years ago that
the supply of only drugs of the best quality would be se-
cured by exclusively dealing with the Society of Apothe-
caries is not stated. There are many firms of recognised
high repute whose export terms are well known and who might
with advantage be requested to tenuer not necessarily an-
nually but say once in 3 years for the supply of drugs for
the Colonial Service.
4. I respectfully dissent from the view that "security
as to quality is not dearly purchased by a 10 per cent in-
crease of price or even more. ม
The difficulty of inspect-
ion on the home side in the purchase of drugs is of course
recognised. The auty of checking the quality of the stores
supplied to Colonial Governments can only be discharged by
